As an experience parent I'd put costumes in the same toy category as a big empty box. Costumes whether manufactured or made from thrift store oddities open up the child's imagination and give a freedom to invent that isn't restricted by a toy's design.
Let a child mix-and-match different costume peices to create and be their own hero. Think of the amazing things Superman could do if only he had Batman's belt.
